Rate-scalable Video Coding Using a Zerotree Wavelet Approach

In this paper, we present a control scheme which is able to maintain a decoded video sequence at a stable quality level. We consider a wavelet based video codec which offers data rate scalability. Motion compensation is used to reduce temporal redundancy. We will show that using our control scheme the quality of the decoded video can be maintained at a fixed data rate.
